COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446-ITT BARTON MODEL 580 SERIES SWITCHES SDAR: CP-86-43 (FINAL REPORT)

Dear Mr. Johnson:

On June 4,1986, we verbally notified your Mr. I. Barnes of a deficiency involving the environmental qualification of ITT Barton Model 580 series indication switches. We have submitted interim reports logged TXX-4891 and TXX-4977, dated July 3, 1986 and August 22, 1986.

As indicated by a 10CFR21 Notification, malfunctions of the subject switches have occurred during the LOCA portion of requalification testing. Our evaluation of the applications of this issue has revealed the switch installations at CPSES are located outside containment and are not required to be qualified under LOCA conditions.

Further evaluation has included a verification of qualification documentation.

These efforts have confirmed the vendors position that environmental qualification of the switches under HELB conditions is unaffected by this issue and adequate as supported by testing documented per ITT Barton Report R3-580-10.

Failure of the subject switches reported by the 10CFR21 Notification are not applicable to CPSES. We have concluded the issue is not reportable under the provisions of 10CFR50.55(e).
