REVIEW OF PROPOSED MINOR REVISIONS TO NRC POLICY STATEMENT

" GUIDELINES FOR NRC REVIEW OF AGREEMENT STATE RADIATION CONTROL PROGRAMS" We have reviewed your proposed minor revisions to NRC policy statement

" Guidelines for NRC Review of Agreement State Radiation Control Programs" and we concur with them as they currently stand. The area of " Staffing Level,"

.however, in our opinion, should be a Category I Indicator. The preponderance of difficulties RV Agreement States have encountered had a root cause of deficient staffing levels. The elevation to a Category I Indicator would signify the importance this element deserves and may provide a stimulus to provide adequate staff budgeting levels.

Thank you for considering our comments in your proposed minor revisions.
