Dear Sir:

'Ihis letter refers to the violation cited in the subject inspection reports which states:

"During the Nuclear Regulatory Conunission (NRC) inspection conducted on January 26 - 30, 1987, a violation of NRC requirements was identified. The violation involved failure to follow procedure regarding measurement and test equipment. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986),

the violation is listed below:

10 CFR 50, Appendix B, Criterion V, and the accepted QA program (FNP-FSAR Section 17.2.5) collectively require that activities affecting quality shall be accomplished in accordance wtih procedures. The licensee's procedure ENP-O-AP-11, Control and Calibration of Test, Test Instrumentation and P3 ant Instrumentation (Revision 6), controls the calibration of Instruaent and control Group Measuring and Test Equipment.

(1) Paragraph 4.11.1 of this procedure required that temperature and humidity be held to specified limits during calibration of safety-related Measuring and Test Equipment.

Contrary to the above, Measuring and Test Equipment in the Radiological Controlled Areas were calibrated without the environment being controlled to the specified limits or without serifying the acceptability of the existing environmental conditions met the specified limits.

Nuclear Regulatory Commission April 20, 1987 Page 2 (2) Paragraph 4.8 of the procedure required that for Measuring and Test Equipment found out-of-calibration during recalibration that an evaluation be performed to ascertain the need for recalibration of shop or field instruments on which the deficient Measuring and Test Equipnent had been used. We paragraph set time period limits for the evaluation from the time the equipment was discovered to be out-of-tolerance.

Contrary to the above, for multiple measuring and test equipment, the evaluation time limit was exceeded.

This is a Severity Level V violation (Supplement 2)".

Admission or Denial The above violation occurred as described in the subject reports.

Reason for Violation The violation was caused by personnel errors.

Corrective 3ction Taken and Results Achieved An evaluation was performed to ensure that equipment calibrations were not affected for the identified equipment.

Corrective Steps Taken to Avoid Further Violation 1.

We individuals responsible for the Calibration Laboratory have been reinstructed to follow the guidelines of FNP-O-AP-ll while performing calibrations in the Radiation Controlled Area. If temperature and i

humidity limits are exceeded, calibrations will be suspended.

All test equipment deficiency reports approaching delinquency will be brought to the attention of the Instrumentation and Controls (I&C)

Supervisor. I&C personnel will be reinstructed on following procedures and the proper use of Calibration Laboratory procedures.
