i Mr James G Keppler Regional Administrator - Region III U S Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 PRAIRIE ISLAND NUCLEAR GENERATING PLANT Docket Nos. 50-282 License Nos. DPR-42 50-306 DPR-60 Response to IE Bulletin 86-03 In response to IE Bulletin 86-03, " Potential Failure of Multiple ECCS Pumps Due to Single F ilure of Air-Operated Valve in Minimum Flow Recirculation Line", the problem described therein does not exist at this facility for the following reasons; 1.

Each Residual Heat Removal Pump (low head safety injection pump) has its own recirculation line with a manual valve.

2.

The (high head) Safety Injection (SI) pumps have a common recirculation header with two motor-operated valves in series.

Since these motor-operated valves fail in position, General Design Criteria 35 is met.

In addition:

The valves have position indication independent of the motor operator power supply.

l Low recirculation flow is annunciated in the control room.

The SI pumps can run at least ten minutes with no recirculation flow w.thout damage.

Automatic safety injection actuation occurs at 1815 psig, well below the SI pumps shutoff head of 2170 psig.
