COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 SEISMIC QUALIFICATION OF HVAC SUPPORTS SDAR: CP-85-54 (FINAL REPORT)

Gentlemen:

On September 26, 1986, we notified you by letter TXX-5043 that a deficiency involving discrepancies in supplier provided HVAC support documents was reportable under the provisions of 10CFR50.55(e). Our last interim report logged was TXX-6106 dated November 20, 1986.

This is a final report to status the following corrective measures:

1.

The Project organization and responsibilities for Units 1 and 2 HVAC activities have been realigned.

Engineering and QC activities previously performed by Bahnson have been assumed by Ebasco and TV Electric, respectively.

2.

The field verification effort has been expanded to encompass all Unit 1 and 2 Seismic Category I duct and duct supports.

Ebasco's progress to date, for this effort, is as follows:

O Collection of existing documents is complete for Units 1 and 2.

O The as-built inspection of duct supports in Unit 1 and Common has been completed with the exception of areas which will be verified.

The as-built inspection of ductwork in Unit 1 and Common is currently in progress and is being performed in accordance with TU Electric Procedure CPE-FVM-CS-029, " Procedure for Seismic HVAC Duct and Duct Hangers As-Built Verification in Unit I and Common Areas."

3.

Engineering evaluations are being performed to ensure compliance with FSAR i

commitments.

4.

Construction re-work was initiated on May 4, 1987, as deemed necessary by the engineering evaluations of field verified information, to ensure compliance with FSAR criteria for the affected supports.

QC inspections of the Seismic Category I duct and duct supports will be performed after an engineering review of the construction re-work.

6.

An as-built and design verification effort, and QC inspection will be performed on Seismic Category I duct and duct supports in Unit 2.

This program will be performed in the same manner as the one utilized in Unit 1.

Unit I activities are scheduled for completion by March,1988.

Unit 2 activities are scheduled for completion in July,1988.
