6, 1986 48 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without v:rification or evaluation, and is basically all that is known by the Region III staff on this date.

Subject:

SUSPICIOUS DEVICE INVESTIGATED At 12:10 a.m. (EDT), September 26, 1986, an equipment operator discovered a suspicious 1

d:vice laying on a hatch cover on the 4th floor of the auxiliary building. The plant was in cold shutdown at the time.

The device was described as two pieces of white plastic pipe, two inches in diameter and about 15 inches long, with duct tape securing all four ends.

Th;re was. no visible power source, wires or detonating device. The equipment operator said he did nof notice the pipe there 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> earlier.

1 The licensee blocked and controlled entry to the area and notified the Michigan State Police. A bomb disposal specialist opened the device and found it empty. No bomb threats had been received.

Th3 Headquarters Emergency Officer, Information Assessment Team and Region III (Chicago) management were briefed on the incident as it developed. An NRR representative of the NRC Fermi Restart Team was onsite monitoring the incident.

The licensee's followup investigation showed that these pieces of pipe were placed there by maintenance personnel and were to be placed under an edge of the hatch when it was removed during planned maintenance.

Its removal was scheduled in the near future.

Region III will review the licensee's actions during our next inspection. We consider'the i

matter closed.

The State of Michigan will be notified.

Region III first learned of this event at 1:30 a.m. (EDT), September 26. This information is current as of 11:00 a.m. (CDT), September 26, 1986.
