I am writing to thank you for the invitation to attend the Big Rock Point shutdown celebration on August 29,1997, and to express my congratulations to the workers and management of l

Big Rock Point on a long and distinguished record of achievement. I sincerely regret that previous commitments will prevent me from attending this celebration. I have asked Bill Beach, the Region til Regional Administrator, to uLend the celebration as a representative for t

the Nuclear Regulatory Commission.

Not only does Big Rock Point hold the record as the longest running nuclear power plant in I

-United States history, it also has made some memorable contributions along the way. At the era of its inception, the very concept of nuclear power plants was a technological marvel, and the Big Rock Point facility was conceived as a demonstration that nuclear power could viably be used to generate electricity on a commercial scale-not to mention its unusual roles in cooperative fuel research or cobalt production for medical and industrial use. Perhaps even more remarkable is that nearly 35 years later, the staff of Big Rock Point has been continuing to work on improving their own standards of efficiency, Mtrical generating capacity, and occupational safety.

Please convey my congratulations to your staff, particularly for the exceptional achievement of more than 19 years of ooeration with no lost-time injuries.- On behalf of my colleagues on the Commission, I commend you and your staff for your successful record of operation of Big Rock Point, and I wish you continued success as you begin the challenging task of decommissioning.
