ORDER (Scheduling Special Prehearing Conference) i Pursuant to 10 C.F.R. 92.751a, the Board _willl conduct a special l
prehearing conference at the following location at 8:30 a.m. on December 8, 1987:
Holiday Inn' - Center City Governor's Suite,10th Floor 23 South Second Street Harrisburg, Pennsylvania 17101'.
q Counsel for the Licensee and for the S ~.aff, and the representative for the Petitioners (Susquehanna Valley Alliance and Three Mile Island Alert)aredirectedtoappear. Counsel for the Commonwealth of Pennsylvania is invited to attend. This special prehearing conference is held in order to:

1 (1) Permit identification of the key issues in the proceedings q
(2) Take any steps necessary for further identification of the issues; (3) Consider all intervention petitions to allow tha presiding officer to make such preliminary or final determination as to the parties to the proceeding, as may be appropriate; and l
(4) Establish a schedule for further actions in the proceeding.
The public is invited to attend the prehearing conference but memLers of the public may not participate in-this conference. An

opportunity will ha provided for any person who wishes to make an oral '
or written statement in this proceeding but who has not filed a petition 1
for leave to intervene. Any person may request permission to mah a limited appearance in order to se.t forth his position on the issues pursuant to provisions of 10 C.F.R. 52.715 of the' Commission's " Rules of j
Practice." Subject to the conditions set forth-in subsequent Orders, j
limited appearances will be permitted at the time a 12.752 prehearing -
