Your QA program description suggests that the scope. of your commitment
- would be restricted to design and fabrication activities. However, the introduction of your QA program refers to use, maintenance, repair, and
- modification activity. ' Please clarify the scope of activities under your QA program. If you intend to conduct use-type activities, the scope of your commitment should be expanded by addressing Annex 2 of. Regulatory Guide 7.10.

Criterion 1 of your QA program description identifies the specific'acti-
~ vities engaged in by PacTec QA personnel, including design review, proce-dure preparation, inspections, and membership on the Material Review Board.
In other sections of the QA program, procurement and auditing responsibili-ties are added.
You indicated that the control of these activities is to'
. be accomplished by an independent QA organization such that-designated individuals would not be performing multiple safety-related functions (e.g.,inspectingandpurchasing). This organizational' arrangement is' indicated in the first paragraph on page 16 of your, QA program description and by Figure 28 of the attachment to your QA program.
If there-is any circumstance in which multiple functions including QA are perfora.ed by the same individuals, describe measures to be employed that would ensure when performing OA/QC functions QA personnel have the-responsibility and authority to stop unsatisfactory work.
