SUMMARY
On February 24, 2023, the U.S. Nuclear Regulatory Commission (NRC) issued the Certificate of Compliance (CoC) No. 9269, Revision No. 12, for the Model No. 650L package. A condition in the CoC was revised in error. The certificate has been reissued, as Revision No.13, to reflect the previous condition language.
EVALUATION In preparing Certificate 9269, Revision 12, the staff revised Condition 9 on its own volition, to prohibit weld repair due to the age of the package. However, the staff failed to notify the applicant prior to issuing Certificate 9269, Revision 12. After receiving the Certificate 9269, Revision 12, the applicant expressed concern that the revised condition would prevent weld repair of components other than the inner carbon steel shell which was prohibited by Condition 9 in Certificate 9269, Revision 11. The applicant pointed to safety analysis report sections 2.1.4, 2.3.1 and 8.1.2 which demonstrated that welding is performed in accordance with design drawing standards and controlled by the applicants NRC-approved Quality Assurance Plan.
After reviewing the safety analysis report information, the staff determined that it erred by imposing a weld repair prohibition in Condition 9 of Certificate 9269, Revision 12. The staff finds that removing the weld repair prohibition does not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations Part 71. No other changes were made to the CoC.
