Dear Jean,

Thank you for the productive discussion of the Hoover Institutions Lando William Zech and Kenneth M. Carr Papers and the review conducted by NRC staff in January 2020. We reviewed the papers to develop a detailed index of each collection and identify possible sensitive and classified material that might need additional controls before the bulk of the papers are opened for public research. Due to time constraints and the large size of the collections, we limited our review to decision records, which are typically related to NRC regulations, policy, and organizational issues that required a vote or other action by Chairman Zech and Carr.

In our review, we did not identify sensitive records that needed addit ional controls. The NRC has no objection to the Hoover Institution opening the Zech and Carr collections to public research. We take note of restrictions in the deed of gift for both collections that any records originated by the Institute of Nuclear Power Operations (INPO) and the Nuclear Management and Resources Council (NUMARC) or document s summarizing INPO and NUMARC documents that are not otherwise publicly available shall be made public only with the express permission of those organizations. Since the deeds were executed, NUMARC was incorporated into the Nuclear Energy Institute (NEI) based in Washington, DC.

As you noted, the Hoover Institution will identify an archivist to prepare the Zech and Carr collections for public access. We look forward to working with Hoover staff to finalize our index and discuss potential filing issues identified in our review. Once we finalize our indexes, we will provide you with a copy.

We appreciate your patience and the support NRC staff received in our 2020 visit.
