SUBJECT: NRC INSPECTION REPORT NO. 710346/93-02
NOTICE OF VIOLATION, NOTICE OF NONCONFORMANCE
This refers to the U.S. Nuclear Regulatory Commission inspection performed by
Messrs. S. O'Connor and D. Reid of this office, and Mr. G. Roberts of the
- Idaho National Engineering Laboratory, on December 1-3, 1992.
The inspection consisted of an examination of procedures-and representative
records, interviews with personnel, and observations of activities performed
at the For_t St. Vrain Facility in Platteville, Colorado. The preliminary
,
findings were discussed with your staff-at the conclusion of the inspection.
It was found that the implementation of your Quality Assurance Program was
satisfactory, in general. However, certain NRC requirements were not met.
The specific findings and references to pertinent requirements-are identified
- in the enclosed Inspection Report and Notice of Nonconformance. Also, certain
of your activities were in violation of NRC requirements._ The specific
findings-are-identified in the enclosed Notice.of Violation.-
The responses directed by this letter and the enclosed Notice of_ Violation and'
Notice of Nonconformance are not subject to the clearance procedures of the
Office of Management and Budget, as required by the-Paper Work Reduction Act
of 1980, P.L. No.96-511.

In accordance with 10 CFR _5 2.790 of the NRC's'" Rules of Practice," a copy of
this-letter.and its enclosures will be placed in the NRC Public Document Room.
