September 18, 2023 James Warden, Director Office of Nuclear Energy, Safety & Security, Room 3320 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, D.C. 20520

Dear Dir. Warden:

Enclosed is an application accepted by the U.S. Nuclear Regulatory Commission (NRC) on September 8, 2023, from Materion Brush Inc (XCOM1362). The application is for the proposed export of beryllium reflector elements to the Japan Atomic Energy Agency (JAEA) to be used as neutron reflector components at the JRR-3 Research Reactor.

We understand that the Executive Branch has accepted the generic assurances previously provided by the Japanese for similar exports of components to Japan. Therefore, the NRC intends to issue this license after the required 30-day review period on the basis of these generic assurances.

Sincerely, 9/18/2023 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs
