(a) NR letter G#C21-04464 dated September 23, 2021

Background:

a. The S-6213 Power Unit Shipping Container is used to ship power units from the Naval Nuclear Propulsion Programs core vendor to reactor servicing facilities for submarine reactor new construction or prototype reactor refueling. The Program owns three S-6213 Power Unit Shipping Containers and has successfully made a total of 71 loaded shipments. All shipments using the S-6213 Power Unit Shipping Container are made under DOE-NR certification.
b. The latest Nuclear Regulatory Commission (NRC) Certificate of Compliance (CoC) (Revision 19) for the S-6213 package was issued on February 13, 2019 (Docket No. 71-9186 and EPID No. L-2018-LLA-0171) with a defined expiration date on March 31, 2022. S9G, S6W, and TDC power units are currently listed as authorized contents.
c. There have been no operational experiences or container modifications that would preclude continued use of the container. However, the reference (a) report notified the NRC that a container modification is currently being pursued to the S-6213 Power Unit Shipping Container design. The associated revision to the safety analysis report for packaging will be provided to the NRC for review and concurrence, anticipated in late-2022.
d. S9G power unit shipments are anticipated to continue as a rate of approximately two per year. All future S9G power unit shipments will contain a Virginia Forward Fit core. Accordingly, the S9G power unit containing a Next Generation Reactor (NGR) core can be removed from the authorized contents in the NRC CoC. In addition, shipment of the power unit with the Technology Demonstration Core (TDC) is complete

2 NR:RR:NSPlate G#22-00013 and no future shipments of TDC power units will occur. Accordingly, the TDC power unit can also be removed from the authorized contents in the NRC CoC. Lastly, no shipments of S6W power units are currently planned; however, evaluations in 2022 are anticipated to solidify this planning assumption. The removal or modification of S6W power unit as an authorized content in the NRC CoC will be addressed in conjunction with revision to the safety analysis report for packaging discussed above.

Request for NRC Renewal: This letter requests renewal of the NRC CoC for the S-6213 Power Unit Shipping Container, USA/9186/B(U)F-96, in accordance with 10CFR71.38. The enclosure to this letter provides the requested changes to the NRC CoC associated with removal of the NGR and TDC power units in the authorized contents. Naval Reactors proposes the NRC take action on the CoC renewal request as part of the review of the safety analysis report for packaging revision discussed in paragraph c. above.
