COMAXC-23-0001: Enabling the Mission - A Measured Approach to the Future of Work Approved _X_ Disapproved __ Abstain __ Not Participating COMMENTS: Below X Attached --- None I appreciate the issues raised by my colleague, Commissioner Caputo, in this action memorandum. It is important that our agency gets telework right, and that begins with collecting and evaluating data from our decisions. If we don't move forward in a deliberate and thoughtful manner, the impact on the NRC's ability to perform its mission could be widespread and very difficult to recover from. To be clear, I support telework flexibility and my own staff members telework on a regular basis. I also agree with the recent memo sent by the Office of Management and Budget (0MB), that flexible operational policies can serve as an important tool in talent recruitment and retention and can provide multiple efficiencies in terms of office space and productivity.
I support the EDO's recent decision to pause implementation of the Flexible Work Model Implementation Guidance to ensure that decisions in this area consider the direction provided by 0MB. I believe that this will provide time to improve the plan so that it more carefully considers the short and long-term effects of such an important change to the work environment.
Given the scope of this decision and the wide range of potential effects on all stakeholders, I consider this to be a policy matter and I agree with Commissioner Caputo that the staff should provide the Commission with a notation vote paper as suggested in this action memorandum.
