NRC Emergency Appraisal Audit Items 82-01-39 and 82-01-72

Dear Mr. Madsen:

With reference to your letter dated October 19, 1982 (Reference 2),

PSC offers the following response:

1. Appendix "A" Item 82-01-72 The design modification to add HEPA and charcoal filters to the suction side of the air breathing compressor is currently being completed by the Nuclear Engineering Division. Nuclear Engineering has not received a firm delivery date from the vendor for the charcoal and HEPA filter units as of this date but a reasonable delivery

! time, dependent upon the purchase order specification, is usually 90 to 120 days. PSC's commitment to the NRC states that the HEPA and charcoal filters will be installed 60 days after the delivery of material which would make the expected installation date approximately March to April of 1983. This item is being monitored via Item No. 726, Article 1 in the NRC Commitment Log.

2. Appendix "A" Item 82-01-39 At the time of the NRC Appraisal Audit, the area radiation and continuous air monitors had not been installed because the required material to complete the task had not arrived on site. To quote the NRC auditors, they have no choice but to take a " snapshot-in-time" and, therefore, wrote Item 82-01-39. The air monitor material arrived subsequent to the Appraisal Audit and the area radiation and continuous air monitors were installed. in PSC's response to the Appendix "A" Items, Item 82-01-39 was, therefore, closed out.

During FOSAVEX 82, it was discovered that the installed air monitors hindered telephone conversations due to a high noise level created by the air monitor compressor.

The noise level was noted by NRC RERP Inspector and was written up in his report as Open Item 82-14-03.1. PSC responded to the FOSAVEX 82 open items in a letter dated September 8, 1982 (G-82375) wherein it was stated that the instrument would be moved out of the TSC by January 1,1983. The Change Notice to move the air monitors has been completed by the Nuclear Engineering Division and is currently in the approval cycle. The January completion date looks to be on schedule. This item is being not.itored via Item No. 759, Article 1, in the NRC Commitment Log.
