ACKNOWLEDGEMENT OF MARYLAND TECHNICAL ASSISTANCE REQUEST

Dear Eva Nair:

This letter is in response to the Maryland Agreement State Program's (Marylands) March 21, 2023, request for assistance (ML23110A693) pursuant to the implementation of Management Directive 5.7, Technical Assistance to Agreement States. The request noted that Maryland recently lost two fully qualified license reviewers and has two new license reviewers working on becoming fully qualified. The request further noted that Maryland has no qualified sealed source and device (SS&D) reviewers. To address these circumstances, Maryland specifically requested assistance from the Organization of Agreement States (OAS) and the NRC on the following tasks:

Training and mentoring for the license reviewers pursuing licensing qualifications.

Completing the 2021 Integrated Materials Performance Evaluation Program (IMPEP) recommendation to verify training and qualifications of Authorized Users, Authorized Medical Physicists, Radiation Safety Officers on the 50 remaining medical licenses.

Training and mentoring new SS&D reviewers and reviewing open SS&D actions and future submittals.

Training and mentoring staff on the review of financial assurance documents.

We are pleased that the several Agreement State Programs have offered support. The NRC will provide financial assurance training (including review of financial assurance actions) and will work with you to ensure you are able to complete the 2021 IMPEP recommendation. The NRC will also support Marylands review of in-house SS&D actions. For future SS&D actions, the NRC supports your continued engagement with other Agreement States.

The NRC will arrange a Microsoft Teams meeting in the next two weeks to discuss NRCs offer of assistance and introduce the NRC staff that may be involved. Please let us know when you and your staff are available. Please feel free to invite staff from the staff from the other Agreement State Program that offered support. We look forward to working with you and your staff.
