February 25, 2021 MEMORANDUM TO: Louise Lund, Director Division of Engineering Office of Nuclear Regulatory Research Signed by Bowman, Gregory FROM: Michael X. Franovich, Director on 02/25/21 Division of Risk Assessment Office of Nuclear Reactor Regulation

SUBJECT:

RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE 8.19, REVISION 1 This memorandum documents the U.S. Nuclear Regulatory Commissions (NRCs) periodic review of Regulatory Guide (RG) 8.19, Revision 1, Occupational Radiation Dose Assessment in Light-Water Reactor Power Plants - Design Stage Man-Rem Estimates. A review of the guide is enclosed with this memorandum.

The RG, which was last revised in 1979, describes methods that NRC staff considers acceptable for complying with the NRCs regulations in order to ensure that the collective occupational radiation exposure will be as low as is reasonably achievable (ALARA),

considering the design and operational requirements of the nuclear power plant. As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 10 years to ensure that the guides continue to provide useful guidance.

Based on the results of the periodic review, the staff concludes that no changes to RG 8.19, Revision 1 are warranted at this time. However, the staff identified some technical or regulatory updates in the review that could warrant addressing in a future revision. A revision to the RG could benefit new reactor applications. With a limited number of reactor applicants expected in the coming years and significant staff resources necessary to revise the RG, the staff does not believe that a RG update is justified at this time. The staff will evaluate the need to revise the RG during the next periodic review.
