Emergency Plan Implementing Procedure Revisions Pursuant to Title 10, Code of Federal Regulations (10 CFR) 50.54(q)(5), and 10 CFR 72.44(f),

Tennessee Valley Authority (TVA) is submitting a description of changes to the Watts Bar Nuclear Plant (WBN) Radiological Emergency Plan (REP). The affected documents are the WBN Emergency Plan Implementing Procedures (EPIP) listed below:

EPIP Revision Title Effective Date 6 57 Activation and Operation of the Technical 01/25/2023 Support Center (TSC) 12 52 Emergency Equipment and Supplies 01/25/2023 Description of Changes EPIP-6 Revision 57 enacted the following changes:

Added a bullet to contact Emergency Duty Officer (EDO)/Emergency Preparedness (EP)

Staff in Central Emergency Control Center (CECC) for TVA Enterprise Emergency Notification System (TEENS) response information to EP Manager checklist (Attachment 15).

  • Replaced the word "key" with "minimum staffing" members and referenced to Attachment 1 (WBN Emergency Response Organization) for clarity in EP Manager checklist.
  • Removed option to have completed checklists turned into the Site Emergency Director (SED) from all checklists and have these completed checklists turned into the EP Manager only to reduce administrative distractions from SED.

EPI P-12 Revision 52 enacted the following changes :

  • Revised Attachment 3 (Main Control Room (MCR) Station Emergency Alarm Functional Checks) for ease of use and to add a step for Emergency Services/Fire Operations notification of alarm and siren checks.
  • Updated Attachment 14 (Extended Staffing Equipment Inventory) and other references within the procedure to annotate that the performance for this Preventive Maintenance (PM) is now every 26 weeks (semi-annual).
  • Added missing reference to PM "EP12M" to Attachment 13 (Quarterly Check of Equipment Important To Emergency Response (EITER)) .
  • Deleted Section 5.0 (Attachments) due to not being required and redundant to table of contents.

The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the WBN REP . The WBN REP , as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b) .
