Lessons Learned IP 92707
- The staff concluded that continuing to utilize the IP 92707 does not provide a sufficient evaluation of the overall protective strategy but is useful in testing defense-in-depth capabilities.
- Positives:
- Minimal controller issues
- Evaluation of internal response positions
- Efficiencies gained with briefings 4
Lessons Learned IP 92707
- Areas for improvement:
- Does not provide a holistic evaluation of the overall protective strategy
- Not able to utilize all possible responders during each LSTRD
- Ability to evaluate command & control
- MILES equipment varied
- Performance and training of adversaries varied 5
Lessons Learned Addendum 5
- Positives
- Exercise outcome determination
- Reduced number of personnel
- Challenges:
- Element of surprise
- Multiple attack vectors
- Resetting individuals from outside to inside
- Knowledge gap/unearned information 6
Best Practice IP 71130.03
- MAF directors attending tabletops, protective strategy briefs
- Conducting MAF tours on Wednesday afternoon after NRC inspection team provides the general parameters of likely exercises to MAF director
- Locating MAF director team room and NRC team room near each other during Planning Week
- Conducting OCA/PA/VA tours simultaneously
- Submitting the MAF package with the NRC submittal so the NRC inspection can review it in the office versus on-site
- Consider limiting the use of SGI matrices to those that absolutely need them 7
Best Practice IP 71130.03
- Placing responders in positions necessary to expedite exercise(s)
- Conference call/bridge line for controller calls
- Adding realism to the exercise(s)
- Radio checks conducted at MILES trailer
- Provide videos of no play areas in which radiation levels may preclude play 8
Areas for Consideration
- Play and control of no play" areas
- Suppression calls (ties up radios)
- Matrices: hearing an explosion
- Day and night exercises
- Use of additional response personnel in licensee conducted FOF exercises
- e.g., vehicle search personnel for sally port operations
- Vehicle speed limits versus responder engagements
- Use of gas masks in exercises
- Understanding of how long equipment last upon LOOP
- Understanding of equipment that supplies back-up power (what/where/how)
