Dear Ms. Ferkile:

Enclosed is an application (XSNM3808/02), dated December 6, 2022, received by the U.S.

Nuclear Regulatory Commission, from TN Americas LLC, requesting amendment 2 to export license XSNM3808/01, which currently authorizes the export of 550 kilograms (kg) of uranium enriched to 19.95 WGT% containing up to 109.75 kg of uranium-235 for use as reload fuel in the high flux reactor at the Nuclear Research and Consultancy Group, and for medical isotope production at Curium in the Netherlands.

The purpose of the amendment is to: 1) increase the quantity of uranium from 550 kg to 1,791 kg and increase the U-235 from 109.75 kgs to 357.33 kgs; and 2) extend the expiration date from December 31, 2023, to December 31, 2026.

Assurances from the Netherlands, that the material will be subject to all terms and conditions of the agreement for cooperation, are required. Your assistance in obtaining the necessary assurances is requested.
