- 1. What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?
RG 8.31 was issued in May 2002 (Revision 1) to provide guidance on design criteria and administrative practices acceptable to the NRC staff for maintaining occupational exposures as low as is reasonably achievable (ALARA) in uranium recovery (UR) facilities (for example, uranium milling, in situ leach facilities, ion exchange facilities, heap leach facilities). This guide focuses on programmatic principles and is still consistent with current regulations in 10 CFR Part 20, "Standards for Protection Against Radiation. Therefore, there are no known technical or regulatory issues with this guide.
Since the last periodic review of RG 8.31, which was performed in October 2012, two minor administrative issues associated with references in the RG were noted: Reference 1 has been updated, and Reference 3 should be retitled with the correct RG 4.14 title and date.
- 2. What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?
There is no impact on licensing and inspection activities since there are no identified technical or regulatory issues.
- 3. What is an estimate of the level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?
Approximately 0.05 FTE to address administrative changes.
- 4. Based on the answers to the questions above, what is the staff action for this guide (Reviewed with no issues identified, Reviewed with issues identified for future consideration, Revise, or Withdraw)?

As discussed in Management Directive (MD) 6.6, Regulatory Guides, the NRC staff reviews RGs periodically to ensure that these guides continue to provide useful guidance. The staff will consider any regulatory or technical issues that may come up, along with the administrative changes mentioned above, by the next periodic review of the guide.
