Arkansas Nuclear One - Units 1 and 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Records Storage Facility Commitment Gentlemen:
By letter dated July 18,1994 (0CAN079402), Entergy Operations requested a proposed change to the Arkansas Nuclear One (ANO) Quality Assurance Manual Operations which resulted in a reduction of a previously approved commitment. The proposed commitment 4 change would relax the protection requirements for records from natural disasters such as winds, floods, and fires.
Entergy Operations requested replacement of the four-hour fire rating azid the tornado protection requirements of ANSI N45.2.9-1974, Section 5.6 with the two-hour fire rating and the wind protection requirements of ANSI /ASME NQA-1-1983, Supplement 175-1, Section 4.4, respectively. By letter dated September 2,1994 (OCNA099405), the Staff approved the two-hour fire rating request by concluding that this provides an adequate level of fire protection for the stored quality records. However, the Staff requested additionaljustification as to why ANO does not need to provide tornado protection for records.
Entergy Operations is currently completing construction of a new records storage facility to store non-reproducible documents at ANO which addresses the requirements set forth in ANSI /ASME NQA-1-1983, Supplement 17S-1, Section 4.4 including meeting the tornado wind loading requirement of Section 5.6 of ANSI N45.2.9-1974. Therefore, relief from tornado protection is no longer required.
