REMARKS: IMC 0612 App B, "Issue Screening Direction." Updated the VLSSIR and URI consideration and flowchart to clarify that the presence of traditional enforcement (e.g., impeding the regulatory process) does not preclude VLSSIR and URI documentation. Clarified that violations receiving enforcement discretion are not assessed under the ROP, consistent with IMC 0308 Att 3. Removed guidance that was inconsistent with defining the performance deficiency as the proximate cause of the degraded condition, consistent with IMC 0308 Att 3.

Incorporated recommendations of FBF-71111.08-2429 by adding in GENERAL GUIDANCE section for the selection of welds (3rd paragraph) and adding new subsection 03.01 5(a) and (b) specific guidance for sites that when the rules of 10 Code of Federal Regulations (CFR) 50.69 have been applied, verify that the reduction in the inspection sample population within the ISI program remains acceptable and verify that ISI boundary drawings reflect the changes prompted by site application of the 10 CFR 50.69 rules.

IMC 0307 App B, "Reactor Oversight Process Self-Assessment Baseline Inspection Program Monitoring and Comprehensive Review." Complete reissuance (major rewrite) to incorporate changes regarding staff expectations for inspection procedure and inspection manual leads of reactor oversight process governance documents (ML19219A225). Implemented data-driven quarterly baseline IP monitoring, which references the desk guide by providing information to implement the memorandum.
