STATUS OF RECOMMENDATIONS: AUDIT OF THE NRCS PERMANENT CHANGE OF STATION PROGRAM (OIG 22-A-05)
Please see below a status update pertaining to the subject audit report of January 19, 2022, and the Office of the Inspector General (OIG) correspondence of February 24, 2022.
Recommendation 1 Update agency guidance to fully reflect and comply with federal guidance.
Status The Office of the Chief Financial Officer (OCFO) is in the process of updating Management Directive (MD) 14.2, Relocation Allowances. As part of the update, staff will ensure that MD 14.2 fully reflects and complies with federal guidance.
Expected Completed Date: December 31, 2022, currently under comment review.
Recommendation 2 Update relocation allowance guidance to include the current practice of using moveLINQ.
Status Completed. OCFO has updated the Change of Station guidance to include the practice of using moveLINQ. Please see updated guidance attached as well as the SharePoint link below.

E. Rivera Recommendation 3 Develop and implement a policy to periodically review relocation guidance to ensure the full compliance with federal guidance and alignment with current agency practices.
Status Completed. OCFO will update the COS guidance yearly, as changes are provided by General Service Administration on any updates to the Federal Travel Regulations and as needed based on Agency changes.
Recommendation 4 Update relocation guidance to include a supervisory review of reconciliation practices.
Status Completed. OCFO has updated the Change of Station desk procedures to include a supervisory review of reconciliation practices.
