LETTER NOMINATING MS. CAROL NOVE TO THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS BOARD ON NUCLEAR CODES AND STANDARDS

Dear Mr. Vogan,

I would like to nominate Ms. Carol Nove as the authorized NRC alternate representative on the American Society of Mechanical Engineers (ASME) Board on Nuclear Codes and Standards (BNCS). Ms. Nove is a Senior Materials Engineer in the Office of Nuclear Regulatory Research, Division of Engineering and is responsible for conducting, organizing, directing, and coordinating major research activities in the areas of nondestructive evaluation (NDE) and inservice inspection (ISI) related to safety of nuclear power plants. This nomination updates the previous nomination to the BNCS, addressed in the group nomination letter dated November 5, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20307A130).

In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," January 27, 2016, the participation on a committee of an NRC-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved and published as a result of the committees efforts. Agency representatives participating on consensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest and will express views that are consistent with established agency views.

However, the NRCs endorsement of these standards, if desired by the NRC, would be part of a separate activity such as incorporation by reference into rulemaking or endorsement in an NRC regulatory guide.
