HUMBOLDT BAY POWER PLANT, UNIT 3 - APPROVAL OF FINAL STATUS SURVEY REPORTS FOR CAISSON SURVEY UNITS NOL01-09/NOL01-09-FSR

Dear Mr. Welsch:

By letter dated April 1, 2020 (Agencywide Documents Access and Management System

[ADAMS] accession number ML20092M643), Pacific Gas and Electric Company submitted final status survey reports (FSSRs) for two survey units designated by the licensee as NOL01-09 and NOL01-09-FSR. The survey units were established to represent the Caisson removal excavation footprint (NOL01-09) and the Final Site Restoration of the Caisson removal footprint (NOL01-09-FSR).

The staff has reviewed your FSSRs for NOL01-09 (Caisson Excavation) and NOL01-09-FSR (Caisson Final Status Remediation) and the results presented are all a fraction of the Derived Concentration Guideline Limit. The gamma walkover scanning coverage described in the report was adequate. The survey and analyses for these survey units provided reasonable assurance that you can demonstrate compliance with the unrestricted release criteria in Title 10 of the Code of Federal Regulations (CFR) 20.1402, Radiological criteria for unrestricted use. Based on our review of the survey results, survey units NOL01-09 (Caisson Excavation) and NOL01-09-FSR (Caisson Final Status Remediation) are acceptable to support release of those areas for unrestricted use.

Further details on our review are provided in the enclosed safety evaluation.

In accordance with 10 CFR 2.390 of the U.S. Nuclear Regulatory Commissions (NRCs) Rules of Practice for Domestic Licensing Proceedings and Issuance of Orders, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
