APR 19125, MEMORANDUM FOR: James Meyer, OCM FROM: T. A. Rehm .
Assistant for Operations, EDO
SUBJECT:
ADDITIONAL INF)RMATION ON STEAM EXPLOSIONS Knowing of your interest in steam explosion research, I am forwarding to you some additional information generated in part by my staff, and in part by others. The enclosures are:
- 1. Memorandum from Mr. Dircks to the Consnissioners, 3/7/85, transmitting the report of the Steam Explosion Review Group (SERG).
- 2. Memorandum by C. N. Kelber to Distribution, 3/14/85, transmitting additional information on steam explosions. This memorandum suggests the SERG report may not have included consideration of all relevant factors.
- 3. Memorandum by J. Hopenfeld to 0. E. Bassett, 01/15/85, Steam Explosions, relating his concerns over the report of SERG, and describing technical conclusions drawn from liquid-liquid explosions occurring between liquified natural gas (LNG) and water.
- 4. Chapter 10 of AEEW-R 1842, " Report on Phase 1 of the PWR Severe Accident Containment Study"; the report is labeled Not for Publication.
This chapter gives the UKAEA's views of steam explosions, i
- 5. A copy of a paper on the role of steam explosions in volcanic action, one of a series of papers on this topic written by staff at Los Alamos.
The emphasis in enclosures 2 and 4 is on the role of confinement of the reactants in increasing the yield of the steam explosion. The emphasis in
! enclosure 3 is on the time scale for mixing, and the blast wave effects observed in LNG-water explosions. The emphasis in enciogure 5 is on the applicability of steam explosion data to explaining volC46fc eruptions on massive scales, such as the famous explosion at Krakatner i

1 My staff has prepared a plan to resolve the steam explosion issue in nuclear i reactor safety in 3 years or-less; if the budget is adequate, that plan will be carried out.
