COMPARIS0N OF THE AP600 DESIGN AGAINST THE ELECTRIC POWER RESEARCH INSTITUTE'S (EPRI's) ADVANCED LIGHT WATER REACTOR (ALWR) UTILITY REQUIREMENTS DOCUMENT (URD) FOR PASSIVE DESIGNS

Dear Mr. Liparulo:

In its December 15, 1989, staff requirements memorandum, the Commission directed the staff to highlight t' nose areas where the resolution of issues for I a final design approval / design certification application is different than the resolution proposed in the EPRI's ALWR URD. In a letter dated September 23, 1992, the staff requested Westinghouse (Q100.1) to provide such a comparison l between the AP600 design, including the probabilistic risk assessment (PRA), '

and the EPRI URD for passive ALWRs. In its letter dated December 15, 1992, Westinghouse submitted a comparison of the AP600 design with Revision 3 of Volume III of the URD.

Since that last response, the staff completed its review of the EPRI URD through Revisions 4 and 5 (depending on the chapter), as modified by the l letters listed in the enclosure, and issued the results of its evaluation in I NUREG-1242, "NRC Review of EPRI's ALWR URD - Passive Plant Designs," dated l August 1994. Accordingly, the staff requests that Westinghouse provide an update to its December 15, 1992, submittal, providing a comparison of the I AP600 design, including the PRA, to the NRC-reviewed version of the EPRI URD 1 for passive plants. Note that Revision 6 to the URD for passive plants was expected to only incorporate the letters referenced in the enclosure.

However, some changes in subsequent revisions to the URD may not have been reviewed by the staff. Compliance of the AP600 with these unreviewed changes should be treated as deviations from the NRC-reviewed URD.
