In accordance with your Freedom of Information Act request of of Draft #2 of the NRC/ EPA Task October 4,1978, enclosedPlanning is a copy (NUREG 0396).

Force Report.on Emergency I would like to emphasize that the NUREG 0396 is a draft report and at this time does not reflect official NRC or EPA policy or guidance.

The draft report is being reviewed within the Federal government and also within three national State and local govsPnment emergency planning organizations. We expect changes to the report as a result of this review.

The State and local government national organizations who have or are in the process of reviewing and commenting upon this report are the l National Association of State Directors for Disaster Preparedness, the {

U.S. Civil Defense Council and the Conference of (State) Radiation Control Program Directors. The Conference had passed a resolution at its 1976 annual meeting which primarily prompted the establishment of the NRC/ EPA Task Force which prepared the draft report. The history surrounding the formation of the Task Force is dicussed in Section II.D of the draft report.

Let me underscore the fact that this report is to be considered simply a working document. It does not at this time reflect NRC or EPA official policy or guidance. We expect that the aforementioned review process will result in some revisions to the report prior to any further action being taken on the recommendations made in thB' report. ,1 Sincerely,
