'I. Site Sumaries WM-42 CANONSBURG, PA (NMSS:FC)

The' NRC lead is The Division of Fuel Cycle. The Division of Waste Management

provides technical assistance at Fuel Cycle's request. The NRC has concurred
in the Remedial Action Plan (RAP), and remedial action consisting of stabilization-on-site is nearing completion. NRC has recently reviewed and <

commented on Canonsburg's Site Maintenance and Surveillance Plan. In addition, NRC staff has reviewed revisions to the Remedial Action Inspection Plan. NRC -

staff is reviewing a proposed modification of the remedial action consisting of '

disposal of a'small volume of contaminated material outside the encapsulation

' cell. The staff is also reviewing DOE responses to NRC coments on earlier modifications, which were transmitted to DOE October 24, 1985.

WM-41 SALT LAKE CITY, UTAH (NMSS:WM)

Concurrence in the RAP has been given and ernstruction is underway. Review of

! two proposed RAP modifications is in progre/s; the staff is awaiting additional i information pertinent to these proposals (se status of issues attached). NRC ,

concurrence in the Remedial Action Inspectiot Plan (RAIP) has been given by i letter dated November 7, 1985. A F0IA request for all NRC documents pertinent L _to the Salt Lake City UMTRA site has been submitted by the Argee Corporation, contractor to the State of Utah. The request has been prompted by a

construction issue between the State and Argee related to moisture conditioning of'the contaminated materials.

Conditional concurrence in the RAP has been given, and construction is underway. Additional information has recently been submitted by DOE pertinent to the conditional concurrence issues. The staff is in the process of reviewing a revised erosion protection design and supplemental seismic studies.

.Infonnation on the other two issues (see issues summary) is still outstanding.

NRC concurrence in the RAIP has been given by letter dated November 29, 1985.

DOE has submitted a response to the moisture control nt *confonnance identified

.in the NRC's October 1, 1985 site inspection; review is in progress.

WM-48 DURANGO, CO (URF0)

prepared by DOE based on NRC staff concerns related to erosion protection design and suitability of soil cover material.

WM-64 LAKEVIEW, OR (URF0)

NRC/URF0 has completed its review of the EA and RAP. The preferred alternative consists of trucking the tailings and other contaminated site material to a site seven road miles NW of its present location. DOE, NRC and the State of Oregon are presently resolving aspects of the site preliminary design.

Construction is tenatively scheduled to begin in Spring, 1986. On December 13, 1985, a hearing took place regarding a petition to requiro Oregon to issue a site certificate to DOE for disposal of the Lakeview tailings at the Collins Ranch disposal site. The Energy Facility Siting Council turned down the petition request.

WM-60 RIVERTON, WY (NMSS:WM)

The NRC has reviewed drafts of NEPA support and the RAP. The preferred alternative is stabilization-in-place (SIP). However, consolidation of the Riverton tailings with an active mill site in the Gas Hills of Wyoming, 45 miles away, has been suggested by the State of Wyoming. The project is on hold pending progress in resolving whether to consider this suggestion. DOE has formally notified the Government of Wyoming that SIP is safe and still the preferred alternative, although alternatives would still be taken into consideration.

( and local and state comments, DOE is revising the EA and RAP to consider additional alternate sites. Review of revised EA/ RAP is scheduled to begin in October, 1986.

NRC staff have visited these sites and participated in discussions with DOE / TAC on preliminary characterization and design. In particular, NRC has provided guidance to DOE on location and number of additional wells for further groundwater characterization at Tuba City, Monument Valley, and Mexican Hat.

II. Generic Activities Construction Inspection Procedures: WMLU is working with IAE staff to prepare guidance for the performance of NRC inspections during performance of remedial action construction at inactive tailings sites. WMLU input has been transmitted to I&E. I&E has used this input to form a final draft of proposed manual chapter 2620. The final draft is being reviewed by Region IV and should be finalized by the end of January.

NRC Licensing Plan: WMLU is developing a licensing plan for UMTRAP sites which will describe license application information requirements, and establish l procedures for the licensing process. A draft plan has been prepared and is presently being reviewed within WMLU.
