It has come to our attention that the drum closure lid on the Model Nos. 88-250-2 and CE-250-2 package designs may not be adequate to prevent excessive loss of vermiculite insulation. The original drop tests did not indicate that the package design would lose vermiculite insulating material. However, tests conducted by Advanced Nuclear Fuels Corporation, October 12, 1987, Docket No. 71-9217, indicate that vermiculite can be lost during the 30-foot side drop test. There is no assurance that additional vermiculite, or potentially the drum closure lid, would not be lost for other 30-foot drop orientations, followed in sequence by the 40-inch puncture test with the pin impinging on the drum lid in the most damaging orientation.

Because this could potentially affect the criticality safety of the package, we require that you submit an application which satisfactorily addresses this problem by October 1, 1988. Failure to provide this information in a timely manner will result in terminating the certificate on December 31, 1988.

We would be pleased to meet with you or your staff any time between now and October 1,1988 to discuss the matter.
