- should more extensively consult with the Agreement States regarding the Seaman application. To i facilitate NRC consultations with Agreement States for future issues, a screening method should be established for program ofiice managers to use in determining whether individualissues should be j referred to the Office of State Programs for possible coordihation with Agreement States l
