LABELING:

The devices are labeled _in accordance with the requirements of 10 CFR 32.51, when distributed as generally licensed' devices.

Labels constructed of 0.125 inch (0.313 cm) thick Type 316 stainless steel are engraved with markings (legible to 950*F (510 *C)) substantially similar to the following:

" Caution, Radioactive Material; the receipt, possession, use and transfer of this device are subject to a general license and the Regulations of the U.S. NRC Or an Agreement State.

Removal of this label is prohibited; this label shall be maintained in a legible condition. See instruction manuals before installation, operation or servicing." " Republic Steel Corporation, Cleveland, Ohio, SAFETY RAY, Serial Number, 1 Curie, AM-241," and the radiation symbol.

The devices are labeled in accordance with 10 CFR 20.1901-when distributed to persons specifically licensed. Labels constructed of 0.04 inch (0.1 cm) thick Type 316 stainless steel are etched with markings substantially similar to the following:

" Caution, Licensed Radioactive Material; Installation, removal, or servicing of this device only under authorized supervision. Removal of this label is prohibited." "GE Reuter-Stokes, Serial Number, 1 Curie AM-241," and the radiation synbol.

CONDITIONS OF NORMAL US2:

The Model Safety Ray is intena,..i for use in steel rolling mills and will likely experience extreme environmental conditions. The device is designed to operate in up to 752'F (4 00

  • C) environments and in a hot moist atmosphere. The devicenis designed to be safely operated by persons not having training in radiological safety.

These devices have been manufactured and distributed under NRC specific and general licenses by Republic Steel Corporation and GE Reuter-Stokes, Inc since 1975.

EXTERNAL RADIATION LEVELS:

In the beam center, maximum radiation levels are as follows: at the window - 10 mR/hr (100 pSv/hr) , at i ft (30 cm) from the window - 4 mR/hr (40 pSv/hr) , and at 6 ft (1.8 m) -

less than 1 mR/hr (10 pSv/hr). The nearest access.tgr personnel to the low level radiation beam while a mill is in operation is typically 15 to 20 ft (4.6 - 6.1 m). When the mill is notLin operation,.a person would have to work in the' beam (at a distance of 6 ft-(1.8 m) from the source) for 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> per week to exceed 10% of the limits set forth in 10 CFR,20.1201, which is extremely-unlikely. It is unlikely that any person would receive an external radiation dose or dose commitment in excess to levels.

OUALITY ASSURANCE AND CONTROL:

The Republic Steel Corporation submitted a quality assurance ~and control program which was deemed acceptable for licensing purposes by NRC. A quality assurance and control program for GE

'Reuter-Stokes, Inc. was not submitted.

LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

e The device is no longer manufactured or2 distributed by GE Reuter-Stokes, Inc.

  • Maintenance, repair, and initial radiation survey of devices containing radioactive material, leak testing, installation, replacement and dtsposal of sealed sources containing radioactive material used in this device can only be performed by persons holding a specific license.
  • The device has been distributed to specific and general licensees of NRC or Agreement States.
  • Handling, storage, use, transfer, and disposal: To be determined by the licensing authority.

o Reviewer Notet Inspector / Reviewer should ensure that the licensee performs leak testing at the required intervals and at the time the unit is serviced. Reports of Aeaking sources in the Model Safety Ray devices should be coordinated with the Medical, Academic, and Commercial Use SafGty Branch, IMNS, NMSS, for determination of generic issues.

SAFETY ANALYSIS

SUMMARY

Since the effective date cf this document, the Model Safety Ray devices are not current products manufactured nor serviced by the Republic Steel Corporation or GE Reuter-Stokes, Inc. However, the devices remain acceptable for use by general and specific licensees.

The Model Safety Ray was registered by Republic Steel Corporation

~1n 1975 as a device to be used under a general license. An

-application dated November 12, 1976, was received from Reuter-Stokes Instruments, Inc. requesting to manufacture and distribute the Model Safety Ray to be used under a specific license. In 1984, Republic Steel Corporation merged with another steel company and the resulting company was called LTV Steel Company.

In a letter dated August 6, 1991, LTV Steel Company informed the NRC that the registration certificate for the Model Safety Ray should be transferred to Reuter-Stokes Instruments, Inc. because the rights to manufacture and distribute the Model Safety Ray had been transferred to Reuter-Stokes Instruments, Inc. a few years prior to the formation of LTV Steel Company. Reuter-Stokes Instruments, Inc. ceased distribution and servicing of the Model Safety Ray in the early 1990's and is now named GE Reuter-Stokes, Inc.

There have been instances of leaking sources. Thret .aaking sources were identified by GE Reuter-Stokes, Inc. during routine servicing when the source holder was opened and the gasket removed. No contamination was detectable on the outer surface of the source holder. One leaking source was returned to the manufacturer for disposal and analysis. The manufacturer was unable to determire the failure mode or root cause of the failure. As of this time, no further information is available indicating that this is a generic problem.
