SUBJECT:

SAFETY EVALUATION REPORT FOR LICENSE AMENDMENT APPLICATIONS

DATED JULY 25, 1983, OCTOBER 31, 1984, AUGUST 7, 1985, AND FEBRUARY 25, 1986 BACKGROUND IRT has requested that their former headquarters located at 7650 Convoy Court and specified laboratories and facilities at 10955 John Jay Hopkins Drive which are leased from General Atomic Technologies, Inc., be released for unrestricted use.

By memorandum dated June 18, 1985, we notified Region V of our intentions concerning the facilities at 10955 John Jay Hopkins Drive. The memorandum l stated that we had informed Mr. Paul Maschka of IRT that we would prefer not to j release individual rooms for unrestricted use unless it was absolutely necessary.

Our preferred course of action is to release the entire building for unrestricted use.

DISCUSSION A. Release for Unrestricted Use of LINAC Cells A, B, C-D,the Fast S)ectrum Cell (FSC), and HTGR Storage Vault Located at 10955 John Jay Hop (ins Drive L_INAC Cells A, B, C-D IRT is currently authorized by License No. SNM-1405 to use SNM in Cells A,

, B, and C-D. The licensee has stated that SNM was never used in these l cells. Region V, by memorandum dated September 25, 1984, (enclosure 1) confirmed that the State of California had conducted a survey of these cells and that their results indicated no involvement of materials under

' SNM-1405. Therefore, Region V recommended that Cells A, B, and C-D be removed as authorized places of t.se from NRC License No. SNM-1405.

Fast Spectrum Cell Region V conducted a confirmatory survey of the FSC on August 13, 1985, and by memorandum dated August 29,1985, (enclosure 2) confirmed that all areas of the facility met the NRC release limits for an unrestricted area.

Region V recommends that the FSC be removed as an authorized place of use from NRC License No. SNM-1405.

SNM was stored in the HTGR storage vault. Region V conducted a confirmatory survey of the HTGR vault on March 18,198C, and by memorandum dated April 16, 1986, (enclosure 3) confirmed that the vault meets the criteria for release as an unrestricted area. Region V recommends that the HTGR storage vault be removed as an authorized place of use from NRC License No. SNM-1405.

B. Release of 7650 Convoy Court for Unrestricted Use  ;

During 1984, IRT moved its headquarters from the Convoy Court Facility to their new headquarters located it 3030 Callan Road. Most of the SNM at Convoy Court was in sealed soue a form. The licensee's activities at'this facility consisted of assembly c:d testing of nuclear gauges and radio-chemical analysis. By October 22, 1984, IRT had all of the SNM moved out of 7650 Convoy Court and had performed radiological surveys of the facility and HEPA filter bank from the exhaust system. IRT's surveys indicated that these areas met unrestricted release criteria. Region V performed a on December 17, and 18, 1984, and by memorandum dated confirmatory February 4,1985, survey (enclosure 4) confirmed that the building located at 7650 Convoy Court is within the NRC release limits for unrestricted use and should be removed from NRC License No. SNM-1405.

CONCLUSIONS / RECOMMENDATIONS As discussed above the staff finds that the IRT facilities at 10955 John Jay Hopkins Drive and at 7650 Convoy Court meet the criteria for an unrestricted a rea. Accordingly, it is recommended that these facilities be released for unrestricted use and deleted from IRT's liccnse.  !
