Dear Mr. Gordon-Ellis:
In accordance with your telephone request, we are returning your export license application, dated January 21, 1987 for the export of monazite sand which contains 0.04% thorium and 0.004% uranium.
As you were advised on February 4, 1987, the material which Rhone-Poulenc, Inc.
requested for export approval contains less than 0.05 percent uranium and/or thorium, and, consequently, does not meet the NRC definition of source material, and does not require a specific license. You may wish to contact the Department of Connerce to see if that agency's regulations cover your proposed export.
