October 2, 2020 Mr. Robert Swartz Acting Policy Director Office of Nonproliferation and Arms Control National Nuclear Security Administration U.S. Department of Energy 1000 Independence Avenue, S.W.

Washington, DC 20585

Dear Mr. Swartz:

Enclosed is an application (XSNM3763/04), dated September 24, 2020, received by the U.S.

Nuclear Regulatory Commission from Edlow International Company, as an Agent for Australian Nuclear Science and Technology Organization, requesting amendment No. 04 to its existing license, XSNM3763/03. The license presently authorizes the export of low-enriched uranium to Australia for fuel and medical isotope production at the OPAL reactor.

The purpose of the amendment is to extend the date of expiration from December 31, 2020 to December 31, 2022.

There are no changes to the terms and conditions of the existing license being requested.

Therefore, our office is processing this as a minor amendment, and if no comments are received from the public within the 30-day comment period and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.

Sincerely, 10/2/2020 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs cc w/enclosures:
