NUCLEAR Ef1PLOYEE DATA SYSTEM (NEDS)
This branch has conducted a generic review of the safeguards implications of licensees' use of the Nuclear Employee Data System (NEDS). Based upon our understanding of the system, discussions with NEDS users and NRC Regional representatives on March 25, 1986, and an IE evaluation of the NEDS criteria and procedures (enclosed), we have concluded that the NEDS scredning criteria nects or exceeds ANSI 3.3 standards. Although a licensee may elect to implement procedures or systems which exceed the capabilities established-in their ,
security plan, there is no requirement for the licensee to commit to their i usage in the plan. Therefore, we have determined that the NEDS users need not submit a 50.54(p) change to their physical security plan in order to e inplement the systen, j It is suggested that the flEDS usera in your regions be advised accordingly.
