HIGHLIGHTS OF WEEKLY INFORMATION REPORT

' WEEK ENDING FEBRUARY 13, 1987 Palo Verde Palo Verde, Unit 2 declared an unusual event at 20:30 hours February 8, 1987, due to a fire apparently caused by oil leaking from a diesel The engine oil infection line and ignited by a hot cylinder head.The diesel was operating unusual event was teminated at 21:05.

National Governors' Association Meetina on the Role of States in Title III Implementation Mindy Landau, OSP, attended a meeting on February 10, given by NGA, on basic issues surrounding the role of States in the implementation of Title III under the Superfund Amendments and Reauthorization Act of 1986(SARA).

Title III of SARA is also known as the " Emergency Planning and Comunity Right-To-Xnow Act of 1986." The Act requires a complicated and extensive information sharing program among State and local governments regarding emergency preparedness at facilities having threshold quantities of any of several hundred listed chemicals with potential hazardous releases.

Approximately 60 NRC licensees would be affected by the Act, which would also be a matter of compatibility for Agreement States. Attendees included Federal representatives from EPA, FEMA and the U. S. Coast Guard's National Response Team, as well as State representatives from emergency management, environment, and Governors' offices.

Meetino With EPA On February 2, 1987, NMSS staff members met with EPA representatives A to1985 discuss the recently enacted amendments to CERCLA (Pub. L.99-499).

EPA letter to NRC strongly supported the need for NRC's rulemaking on financial responsibility for cleanup of accidental releases by NMSS licensees. NRC staff contacted EPA to determine if that agency's previous position would change due to the recent passage of the amendments to CERCLA.

EPA technical and policy staff indicated that the legislation would not change their earlier position supporting the NRC rulemaking. They also agreed to discuss this point with their legal counsel and provide results to NRC staff in late February.

.- 0FFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST Week Ending February 13, 1987 Waterford Steam Electric Station Unit 3 Waterford Steam Electric Station Unit 3, owned and operated by Louisiana Power and Light Company, returned to criticality at 10:19 am on February 4, 1987 after having been shut down for 70 days for its first refuelino outage.

As of 11:00 on February 6, 90% of the physics testing had been completed, with the plant scheduled to go back on the grid early on February 7,1987.

Palo Verde Palo Verde. Unit 2 declared an unusual event at 20:30 hours February 8, 1987, due to a fire apparently caused by oil leaking from a diesel engine oil injection line and ignited by a hot cylinder head. The unusual event was terminated at 21:05. The diesel was operating under a planned surveillance test.

Unit 2 is currently in Mode 5 for a 55 day surveillance testing period. The RCS is currently in the mode for steam generator tube eddy current testing.

The licensee is organizing a recovery progran including a root cause investigation. One operator attempting to put out the fire was hospital-ired for smoke inhalation. He has since been released.

Hope Creek Generatino Station Late Friday afternoon, the New Jersey Board of Public Utilities (BPU) ruled that 455 million dollars of the 4.5 billion dollar cost of Hope Creek was imprudent. PSE&G does not plan to appeal this ruling. Hope Creek will be broucht into the rate base on February 16, 1987. Although the RPU has not officially declared Hope Creek commercial, it is expected that such a de-claration will be made within the next few weeks.

Hope Creek was declared by PSE&G mananerrent to be " ready for cenercial operation" on December 20, 1986. Since that time, the plant has been oper-dting Continuously at 100 percent pcwer.

i NRC TMI-2 CLEANUP PROJECT DIRECT 0PATE WEEKLY STATUS REPORT FOR Week Ending February 13, 1987

1. DEFUELING

- The two-week outage for data acquisition continued. Resumption of defueling is scheduled for February 23, 1987. The data acquisition is scheduled to include video inspection of the "B" hot leg, decay heat drop line, all four reactor coolant pumps, core support assembly and the lower reactor vessel head. In addition, sampling of material in those areas will be attempted. A hydraulic displacement test to evaluate the consistency of the material in the lower head is also scheduled.

2. ENVIRONMENTAL MONITORING

- US Environmental Protection Agency (EPA) sample analysis results show that TMI site liquid effluents are in accordance with regulatory limits, NRC requirements, and the City of Lancaster Agret 'nt.

- TMI water effluents are sampled from the station (Units I and 2) discharge and analyzed by EPA. Gama spectrum analyses of the seven daily composited samples for January 24 - 31, 1987 indicated no TMI-2 related radioactivity.

- EPA's gamma spectrum analysis of the NRC's TMI outdoor air sample for the period February 5 - 12, 1987 showed no reactor related radioactivity.

- The Lancaster water works intake composited seven daily samples January 25 - 31, 1987. The gamma spectrum analyzed by EPA showed no reactor related radioactivity.

3. DECONTAMINATION ACTIVITIES

- Desludging of the auxiliary building sump continued.

- Scabbling of the diesel generator basement was resumed during the week.

- Scarifying of the reactor building baserent walls continued.

5. MEETING

- The next meeting of the Advisory Panel for the Decontamination of Three Mile Island Unit 2 will be held on February 26, 1987, at the Lancaster Council Chambers, Public Safety Building, 201 North Duke Street, Lancaster, PA. The NRC and GPU Nuclear staffs will respond to the Panel's questions on the licensee's proposed disposition of the accident-generated water and on the NRC staff's Draft Environmental Impact Statement on the disposal of accident-generated water. There will be an opportunity for public comment.

The meeting is presently scheduled to begin at 3:30 PM and will continue into the evening.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending February 13, 1987 Meeting With EPA On February 2, 1987, NMSS staff members met with EPA representatives to discuss the recently enacted amendments to CERCLA (Pub. L.99-499). A 1985 EPA letter to NRC strongly supported the need for NRC's rulemaking on financial responsibility for cleanup of accidental releases by NMSS licensees. NRC staff contacted EPA to determine if that agency's previous position would change due to the recent passage of the amendments to CERCLA.

EPA technical and policy staff indicated that the legislation would not change their earlier position supporting the NRC rulemaking. They also agreed to discuss this point with their legal counsel and provide results to NRC staff in late February.

Maxey Flats Advisory Task Force Dr. Stanley Neuder was invited by the Natural Resources and Environmental Protection Cabinet of the State of Kentucky to participate in the Naxey Flats Advisory Task Force for reviewing remedial plans and activities at the Maxey Flats waste disposal site. This will involve 1 or 2 days per month for approximately 5 months. We plan to support this request. Dr. Neuder was contacted personally because of his previous involvement with Maxey Flats.

Table S-3 Rulemaking, 10 CFR Part S1 The memorandum of December 11, 1986, from John G. Davis (NMSS) and Eric S.

Beckjord (RES) to Victor Stello, Jr. (ED0) expressed their agreement on 1

transferring rulemaking responsibility for the Table S-3 final rule to RES, maintaining the scope and schedule given in SECY 86-242. On February 6, 1987, William E. Thompson (NMSS) and William R. Pearson (RES) completed a series of meetings to review the extensive background of the proposed rulemaking and to plan a cooperative development of the final Table S-3 rule, with RES taking the lead responsibility in the formalized rulemaking process. RES has prepared a Task Control memorandum which is being circulated for concurrence.

Operational Safety Assessment, Babcock & Wilcox (Commercial Nuclear Fuel Plant)

On February 2-6, 1987 a member of the NMSS staff participated on a team making an opera'.ional safety assessment of the Babcock & Wilcox Commercial Nuclear Fuel Plant in Lynchburg, Virginia. The team was led by personnel from Region II and also included a member of the Safeguards and Materials Program Branch, Division of Inspection Programs, Office of Inspection and Enforcement. The j team assessment report is being prepared.

Staff Detail to IAEA PhilipRobinsonoftheSafeguardsMaterialLihensingandInternational Activities Branch is serving as a U.S. expert to the IAEA from February 9, 1987 through June 12, 1987. The purpose of Mr. Robinson's detail is to a develop a long range information systems plan for safeguards.

FBI Criminal History Rule The FBI Criminal History Rule package was signed by the E00 on February 10,s 1987 and forwarded to the Commission for affirmation vote. Commission approval by February 20, 1987 would enable publication in the Federal Register by the federally mandated date of February 27, 1987.

A draft generic letter to all power reactor licensees has been prepared for '

review by the CRGR. The letter temporarily waives requirements of the "

Criminal History Rule for temporary workers until the issue addressing requirements for granting temporary workers access has been resolved. '

Access Authorization Policy Statement and Guidelines NUMARC is preparing responses to questions submitted by NRC requesting additional information concerning the use of temporary workers and screening , '

requirements for unescorted access in situations other than cold shutdown.

. OFFICE OF NUCLEAR REGULATORY RESEARCH Items of Interest Week Ending February 13, 1987 International Code Assessment and Applications Procram (ICAP)

Tne Second ICAP Specialist Meeting was held on January 19-21, 1987 in Winfrith, England. The meeting was sponsored by the NRC as part of the ICAP, and it was hosted by the Winfrith Atomic Energy Establishment of the United Kingdom.

The purpose of the ICAP is to provide an independent assessment of NRC's thennal hydraulic computer codes developed for analysis of postulated reactor transients and breaks. The assessment results will be used by the staff to quantify code uncertainty of predictions of reactor safety analysis. The ultimate goal of the ICAP is to use the codes with known accuracies for transient and loss of coolant accident analysis for full scaled nuclear power plants.

The NRC is obtaining assessment results through bilateral agreements with twelve European and Asian ccuntries. Five more countries are planning to join the ICAP.

At the Winfrith meeting, a total of 53 code users and engineers from twelve countries around the world were present. Technical presentations of code assessment results were made by representatives from Finland, ISPRA, Germany, ilapan, Netherlands, Spain, United Kingdom and United States. There were 28 presentations covering separate effects experiments, integral tests, and plant applications. Assessment matrix, code development and ICAP documentation activities were discussed by the NRC staff and representatives from INEL, LANL and SNL. The next ICAP meeting will be held on October 21-23, 1987 in Bethesda, Maryland.

Fulti-phase Research Program, on a Probabilistic Risk Assessment Tool, for Tracking Pertinent Generic Issues On February 10, 1987, Risk Analysis Branch staff, along with the Deputy Director, RES, met with consultants (EG8G. SAIC), and representatives of the EDO, NRR and RM. The treeting kicked-off a multi-phase research program, on a prob 6bilistic risk assessment tool, for tracking pertinent ceneric issues.

decision assistance) reouired of the final product; and concerning-resources, milestones, etc., involved in the research. Information acquired, and decisions taken, during the meeting, provided a basis for finalizing the scope of work. Research, on a risk assessment tool, has been requested by the E00's office to supplement other non-risk related tools, currently used by NRC, to remain coonizant of safety, on a plant by plant basis. Phase I, feasibility study, determining tool performance requirements, will be completed at the end of August, 1987. Subsequently, limited and full implementation phases will be accomplished, during FY 1988-1989.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING FEBRUARY 13, 1987 National Governors' Association Meeting on the Role of States in Title III Implementation Mindy Landau, OSP, attended a meeting on February 10, given by NGA, on basic issues surrounding the role of States in the implementation of Title III, under the Superfund Amendments and Reauthorization Act of 1986(SARA).

Title III of SARA is also known as the " Emergency Planning and Community Right-To-Know Act of 1986." The Act requires a complicated and extensive information sharing program among State and local governments regarding emergency preparedness at facilities having threshold quantities of any of several hundred listed chemicals with potential hazardous releases.

Approximately 60 NRC licensees would be affected by the Act, which would also be a matter of compatibility for Agreement States. Attendees included Federal representatives from EPA, FEMA and the U. S. Coast Guard's National Response Team, as well as State representatives from emergency management, environment, and Governors' offices.

The one-day workshop acquaints attendees with the NRC Incident Investigation Program and provides a status report on the Performance Indicator Program. The next workshop will be held on February 18, 1987 in Region II.
