SUBJECT:
DRAFT INSPECTION PROCEDURE FOR GRADED QUALITY ASSURANCE The Committee to Review Generic Requirements (CRGR) met on Tuesday, December 8,1998, from 9:00 a.m. to 4:00 p.m. to hold the Committee's 333 meetmg ' At this meeting, one of the items presented for CRGR review and endorsement was the draft inspechon procedure for graded quakty assurance (GQA). The Committee, however, recommends that this inspection procedunps, as proposed, not be issued Pendmg issuance of the final minutes of the CRGR meeting, the purpose of this memorandum is to inform you that the Committee found this inspechon procedure unacceptable as presented, and did not endorse for issuance. The Committee's decision was based on the following concoms:
- 1. The. inspection procedure is not performance-based and reads like a Standard Review Plan, better performed by PRA-trained license reviewers. The majority of NRC inspectors do not possess sufficient PRA expertoe to make the proposed judgement calls in a repeatable manner.
- 2. The inspection procedure requwes a broad scope assessment of the quality and acceptability of the boensee's GQA program, but provides no objectrve or deterministic standards against which an inspector can determine acceptabihty. Consequently, as pic-;-:ri the inspection procedure could be implemented by different inspectors in an inconsistent manner, with a large potenbal for unauthorized baciditSng, as hcensees attempt to accommodate individual inspector views of what constitutes acceptability.
- 3. In the context of SSC - ',-MW:-i, the Committee specifically noted that the guidance on inclusion of high-eafety-eignincent-non safety-related components in the QA program would be considered unauthortmed baciditting if pursued by the inspector or NRC management.
The Committee recommends that, given the current limited appbcat2ity of this proposed inspection procedure, the staff consider issuance of a plant epecific temporary instruebon, tailored to assess the implementabon of the individual lioonose's GQA commitments.
