MID-CYCLE PLANT PERFORMANCE REVIEW - SEABROOK STATION
Dear Mr. Feigenbaum:
On September 16,1999, the NRC staff completed the mid-cycle Plant Performance Review (PPR) of Seabrook Station. The staff conducted these reviews for all operating nuclear power plants to integrate performance information and to plan for_ inspection activities at your facility over the next six months. Normally, the focus of the mid-cycle PPR would be limited to identifying changes in performance over the last six months and allocating inspection resources accordingly.. However, because we plan to conduct a public meeting to discuss performance following this review, we have also included assessment results from the review process in this letter. At the public meeting, which will be scheduled in the near future, we will discuss performance insights described in this letter, as well as those described in our April 9,1999, l letter forwarding the results of the last full PPR. i The most recent six-month period of operations began with the unit at full power until March 27, 1999, when the operators shut down the plant to begin refueling outage six (RF06). The licensee completed the outage and restarted the reactor on May 11. On May 18, operators ,
removed the main turbine from service and reduced reactor power to 8 percent to troubleshoot I and correct an elevated turbine bearing vibration condition. Plant operators retumed the turbine l to service and raised reactor power on May 21. The plant operated at full power for the remainder of the period.
In the April report of the full PPR, we concluded that station management demonstrated a safe and conservative approach to plant operations; that improved engineering support and management oversight of the plant material condition were evident; and that resolving degraded equipment concerns remained a challenge to the organization, Since the full PPR was issued, I performance has been consistent with that described in the April report. During this period we ,
observed no significant plant events, no significant equipment failures, and fewer human errors.
However, we continued to note some problems with implementation of your corrective action program. This issue is described later in this letter in our assessment of Engineering l performance. ' Performance in Operations, Maintenance, and Plant Support continued to be good. improvements observed during this period include reductions in human errors, maintenance backlogs, and station cumulative personnel exposure. Based on this review, we (
plan to conduct only core inspections in these three functional areas during the next six months,

Mr. Ted C. Feigenbaum 2 except that the previously scheduled initiative inspection of your Safeguards program will be conducted in January 2000. Also, as stated in our letter dated April 9,1999, we will continue to place additional inspection emphasis on reviewing human performance.
Engineering performance was consistent with that discussed in the April PPR report. However, we noted some instances of untimely or ineffective engineering support to operations and maintenance. Examples included resolution of emergency feedwater system check valve seat leakage, primary auxiliary building ventilation damper test inadequacies, and the "C" service water pump failure in June 1999. Further, we note that you have recently undertaken initiatives to improve the system engineering program and the corrective action program. We intend to conduct an additional inspection beyond the core inspection program in engineering support over the next six months to better assess these issues.
Enclosure 1 contains a historicallisting of plant issues, referred to as the Plant issues Matrix (PIM), that were considered during this mid-cycle PPR process to arrive at an integrated review of your performance trends. The PIM includes items summarized from inspection reports or other docketed correspondence between the NRC and North Atlantic Energy Service l Corporation from September 1998 through August 1999. As noted above, we placed greater emphasis on those issues identified in the past six months during this performance review. The )
NRC does not attempt to document all aspects of licensee programs and performance that may l
be functioning appropriately. Rather, we only document issues that we believe warrant l management attention or represent noteworthy aspects of performance. In addition, the mid-l cycle PPR may have considered some predecisional and draft material that does not appear in the attached PIM, including observations from events and inspections that have occurred since the last NRC inspection report was issued, but have not yet received full review and consideration. ' This material will be placed in the Public Document Room as part of the normal
! issuance of NRC inspection reports and other correspondence.
l This letter advises you of our plans for future inspection activities at your facility so that you will L have an opportunity to prepare for these inspections and to provide us with feedback on any planned inspections that may conflict with your plant activities. Enclosure 2 details our l Inspection plan through March 2000 to coincide with the scheduled implementation of the l Invised reactor oversight process in April 2000. The rationale or basis for each inspection L outside the core inspection program is discussed above so that you are aware of the reason for l emphasis in these program areas. Additionally, as is the case for all pressurized water reactors, l we plan to follow up on your response to Generic Letter 98-02, " Loss of Reactor Coolant inventory and Associated Potential for Loss of Emergency Mitigation Functions While in a L Shutdown Condition." In the case for Seabrook, we will begin that activity on November 15, 1999. Also included in the plan are non-inspection activities associated with licensed operator examinations. Resident inspections are not listed due to their ongoing and continuous nature.
