REQUEST FOR FEMA REVIEW 0F PROPOSED RULE REVISING EXERCISE TIMING PRIOR TO LICENSING As discussed with your staff, we request FEMA review of the attached proposed rule. The proposed rule would relax the requirements for a full participation exercise prior to issuance of an operating license from the present one year to two years. As you are aware, the present rule necessitates two full partici-pation exercises at some sites.because of the conflict between performing an exercise early enough to provide for the hearing process yet meet the regula-tion for an exercise within one year of licensing.

. Based on discussions between yourself. and Sheldon Schwartz it is our under-standing that FEMA will provide the results of its review by October 10, 1986.
