This responds to the February 25,1998, letter from Richard W. Riley, Secretary of Education.

Enclosed is the Nuclear Regulatory Commission's (NRC) Fiscal Year 1997 Annual Federal Performance Report on efforts to assist Historically Black Colleges and Universities (HBCUs).

The Report reflects our Agency's continuing efforts to assist HBCUs through our Research Participation Program. The program is conducted through a Cooperative Agreement with the Oak Ridge Institute for Science and Education (ORISE).

As indicated in the report, awards to HBCUs in Fiscal Year 1997 increased by 82 percent over the amount awarded in Fiscal Year 1996. In a March 16,1998 letter to me, Franklin D. Raines, Director, Office of Management and Budget, indicates that NRC's total awards to HBCU's in Fiscal Year 1996 was 36 percent of the Fiscal Year 1996 goal. By way of clarification, in Fiscal Year 1996, NRC obligated $75,000 under the Cooperative Agreement with ORISE. However, a  ;

1 total of $143,927 (approximately 72 percent of our Fiscal Year 1996 goal of $206,000) was actually awarded to HBCU's. In Fiscal Year 1997, our goal was $200,000, however, a total of $261,470 (approximately 130 percent of our goal) was awarded to HBCU's .

The Cooperative Agreement with ORISE expires in Fiscal Year 1998. We are currently evaluating this Agreement to ensure that the program functions effectively. SUMMARY

The NRC Research Participation Program is conducted through a Cooperative Agreement with l

! the Oak Ridge Institute for Science and Education (ORISE). It provides for faculty and student research and development activities at Historically Black College and University (HBCU) campuses and at the Department of Energy (DOE) Laboratories. Consistent with the goals and objectives established for the program at the beginning of Fiscal Year 1997, faculty and students were provided the opportunity to participate in research and development activities in areas of science and engineering. Since its inception, the program has focused on providing l

i opportunities for participants to accomplish the following objectives:

Continue their education in a chosen field, or specific areas of research.

. Enhance professional development in science, mathematics, engineering, and nuclear-related areas.

. Provide HBCU participants the opportunity to work with some of the country's top scientists and engineers, and with state-of- the art equipment and research techniques.

. Enhance HBCU infrastructure through instructional materials, research methods, l

I and other lessons learned at the DOE Laboratories.

During Fiscal Year 1997 the NRC continued its efforts to cany out the requirements of Executive Order 12876 on HBCUs. The Agency sponsored a h;ghly successful Research Participation Program which resulted in awards to 15 faculty members and 15 students at 13 HBCUs.

The Fiscal Year 1997 funding goal for NRC's HBCU program was $200,000. During this period, NRC awarded $261,470, exceeding its goal by 31 percent. In addition, the amount awarded in Fiscal Year 1997 increased by 82 percent over the total amount awarded in Fiscal Year 1996.

I in conjunction with NRC's program, a total of $14,620 was contributed by the Department of Energy for NRC-related work performed by two HBCU students at the Oak Ridge National Laboratory and the Savannah River site.

FY 97 AWARDS TO HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCUs)

AND NARRATIVE INFORMATION The Nuclear Regulatory Commission's HBCU Faculty and Student Research Participation Progrim is conducted through a Cooperative Agreement with the Oak Ridge Institute for Sciena and Education. NRC's program enables HBCU faculty and students to conduct technical research and development activities on campus and at Department of Energy (DOE) facilities since these laboratories perform a substantial portion of NRC's research and technical assistance activities. In conjunction with NRC's program, DOE contributed a total of $14,620 towards funding for NRC's HBCU Program during FY 97.

The principle goals of this program are to enhance academic studies in science, mathematics, and engineering and to increase the number of available scientists, engineers, and related professionals for future employment with the NRC. Commencing in FY 98, the program goals will include the performance of research and development work that directly support NRC's mission. In this regard, recipients will be assigned projects that support NRC contract work being performed at DOE laboratones.
