Dear Mr. Boyle:
This is in response to your letter dated November 21, 1996, requesting our assistance in evaluating the Model No. BU-D package as authorized by the German Certificate of Package Approval D/4322/AF-85, Revision 0.
The document which specifies operating and maintenance procedures for the package is referenced in the German certificate, but was not included in the information submitted to NRC from DOT. The adequacy of the operating and maintenance procedures will be determined by D0T.
Based upon our review, the statements and representations contained in the application, the safety analysis report for the package, and for the reasons stated in the enclosed Evaluation Record, we recommend revalidation of the German Certificate of Package Approval No. D/4322/AF-85, Revision 0, for the Model No. BU-D package for the contents and transport index listed,below:

Unirradiateduraniumip35tha form of uranium oxide contained in ash. The maximum enrichicent of 0 is 5% and the maximum mass of '350 is limited to 350g.
Transport index The minimum transport index to be shown on the label for nuclear criticality control is 0.1.
