         = NRC INTEGRATED INSPECTION REPORT 50-327, 50-328/99 RESPONSE TO SEQUOYAH FLOODING EVENT RISK DETERMINATION I'

Dear Mr. Scalice:

This letter is in response to the September 27,1999,' letter from Mr. P. Salas, the Sequoyah I Nuclear Plant Licensing and Industry Affairs Manager, to the NRC. This letter provided Tennessee Valley Authority's (TVA) response to the NRC risk determination associated with a June 30,1999, flooding event at your Sequoyah facility. This issue was discussed in my letter to you, dated September 7,1999. We have evaluated your response and, based on our evaluation, do not believe that it provides a basis for us to agree with your conclusion that this

event _is in the licensee regulatory response band (Green). Our concerns are related primarily to the determination of initiating event frequency, the recovery time for AC power and the q

uncertainties' associated with these assumptions. As such, we have not changed our initial

                         ' position, provided to you in our September 7 letter, that TVA performance for this event is in the

( . increased regulatory response band (White), i in the September 27 letter, Mr. Salas requested that, in the event we did not agree with TVA's conclusions, a meeting be scheduled to discuss the risk evaluations before we make our final decision. Based on this request, and a telephone conversation between Mr. Salas and me on October 7,1999, a meeting has been scheduled for October 21,1999, at 1:00 p.m. to discuss

                       . the risk determination issues. The location of the meeting will be at the NRC Region ll Office, Sam Nunn Atlanta Federal Center,61 Forsyth St., SW, Atlanta, Georgia, in Suite 24T20. This meeting is an open meeting as per" Staff Meetings Open to the Public; Final Policy Statement"
