Dear Mr. Hudec:
This is in response to your letter dated June 29, 1989 requesting the amendment of several reactor licenses to authorize the export of additional tools and equipment. The licenses have been amended per your request and are attached.
Also, it has been determined that the additional " tools and equipment" authorized for export under the XR licenses would include computers used with the service equipment for data acquisition and evaluation purposes if the computers are specially designed or prepared for use with the tools and equipment covered by the XR licenses.

It is my determination that the inclusion of " tools and equipment" on an XR license includes the export of servicing tools and service equipment needed for the construction, operation, repair and maintenance of all the XR licensed equipment and includes computers used with the service equipment for data acquisition and evaluation purposes.
