, From February 23-26,1998, an inspection of radiation protection program activities was
[ conducted at your River Bend Station reactor facility. The enclosed report presents the scope
and results of that inspection.

- The inspection determined that an effective radiation protection program was implemented.
' However, two violations of NRC requirements were identified regarding the documentation of t
radiation protection program reviews and the failure to follow radiation protection program-
procedures. These violations are of concern because the requirement to document reviews of
' radiation protection program content and implementation has been in effect since January 1,
1993, and although the failure to follow radiation protection program procedures were licensee
identified, the procedure violations are programmatic and corrective actions implemented were
not effective in preventing the recurrence of the identified conditions.
These violations are cited in the enclosed Notice ofViolation (Notice) and the circumstances
surrounding the violations are described in detail in the enclosed report. Please note that you
i are required to respond to this letter and should follow the instructions specified in the enclosed
_ Notice when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
" requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of thic letter, its -
enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
