SUBJECT: NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/97-08

AND 50-318/97-08 AND NOTICE OF VIOLATION

Dear Mr. Cruse:

This report tranrnits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from December 21,1997, to February 7,1998. The

enclosed report presents the results of that inspection. At the conclusion of the

inspection, these findings were discussed with Mr. Katz and others of your staff.

Overall, the NRC concluded that your facility was operated in a safe manner. During the

period, we observed continued good control of plant operations. BGE established

processes for self-checking and three-way communications were well implemented.

Thorough and detailed pre-test briefings were a strength of the surveillance testing

observe,d. We found the security program was effectively maintained and administrated.

Audits of the security and emergency planning programs were thorough and detailed.

We also found the self-assessment for compliance with Appendix R to 10 CFR 50,

conducted by BGE in October and November of 1996, to be a good initiative and valuable

in identifying areas for improvement. We plan to review the specific issues later for final

disposition.

Based on the results of this inspection, the NRC has determined that violations of NRC

requirements occurred. These violations are cited in the enclosed Notice of Violation

(Notice) snd the circumstances surrounding them are described in detail in the subject

inspection report. All of the violations were identified by the NRC, and included: (1)

failure to recognized that the secondary control element assembly (CEA) position indicating

system was inoperable and operating the plant outside the technical specifications;

(2) failure to develop adequate test procedures for the CEA position indicating system;

(3) failure to perform emergency planning communication circuit testing at the required

periodicity; and, (4) inadequate assessment of offsite dose projections during emergency

planning training which was noted as a recurring issue.

With regard to the third violation, the NRC has concluded that information regarding the

reason for the violation, the corrective actions taken end planned to correct the violation

and prevent recurrence are already adequately addressed on the docket in the attached ('

NRC Inspection Report No. 50-317&318/97-08. Therefore, you are not required to

respond to this violation unless the description therein does not accurately reflect your

corrective actions or your position. In that case, or if you choose to provide additional

information, you should follow the instructions specified in the enclosed Notice.

With regard to ,the remaining viciations, you are required to respond to this letter and l

l should follow th6 instructions specified in the enclosed Notice when preparing your

response. The NRC wiii use your respcr.::c, in part, to determine whether further

enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,

its enclosure (s), and your response will be placed in the NRC Public Document Room

(PDR).  !
