On February 18, 1987, the NRC issued a Safety Evaluation Report (SER) relating to NUREG-0737, Item II.E.1.2 (Emergency Feedwater System Review). In the SER, the NRC included a provision concerning the failure position of the TMI-1 Emergency Feedwater (EFW) System flow control valves (EF-Y30A/B/C/D). This provision related to the Babcock and Wilcox (B&W) Owners Group Safety and Performance Improvement Program (SPIP) study of the failure positions of essential air operated valves. The NRC provision required GPUN to review the findings of the B&W Owners Group study on this topic and to justify the failure position of TMI-l EFW flow control valves if this position is inconsistent with the study's findings. The purpose of this letter is to closecut the provision of the SER.

The B&W Owners Group SPIP studies relating to EFW flow control valves have been completed. The two (2) applicable reports are: " Instrument Air System Review Report", December 1986, Document No. 47-1165965-00;

" Auxiliary / Emergency Feedwater Systems Review-Final Report", May 1987, Document No. 47-1168159-00. As discussed with Mr. G. Edison, TMI-l NRC Project Manager, on May 21, 1987, neither of these reports contair,s a recommendation on EFW flow control valve failure position for those flow control valves supplied with a backup air supply. As such, the current TMI-l EFW flow control valve failure position does not need to be justified further and the NRC provision of the SER associated with valve failure position should be closed.

GPUN had previously evaluated the current EFW Flow Control Valve Failure i Position and found it to be acceptable. This was documented to the NRC via GPUN letter 5211-86-2180, dated October 15, 1986.

GPUN now considers the TMI-1 EFW System Review SER to be without condition or provision.
