Nuclear Regulatory Commission Attn: Document Control Desk Hashington, DC 20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 NRC BULLETIN NO. 88-11: PRESSURIZER SURGE LINE THERMAL STRATIFICATION Attention: George Knighton

References:

D. F. Spond, Babcock and Hilcox Owners Group (B& HOG) letter to Charles E. Rossi, NRC, dated February 24, 1989.

The District, in accordance with Bulletin Requested Action 1.a performed a VT-3 visual examination of the pressurizer surge line. This examination included the piping (with insulation installed) and associated supports.

Results of the inspection were acceptable, with no signs of unanticipated expansion / movement of the pipe. For certain sections of this piping an examination of only one side was possible due to high radiation levels present in the inspection area. This inaccessibility does not reduce the District's confidence that the pressurizer surge line has not experienced gross discernible distress or structural damage.

As detailed in the referenced letter, the District, as a member of the B& HOG, is evaluating thermal stratification and striping and the effects on the pressurizer surge line. Striping, being a relatively newly discovered phenomenon, is difficult to effectively quantify. The B&WOG is initially performing the bounding analysis requested by Bulletin Requested Action 1.b without considering the effects of thermal striping. The results of this analysis will be submitted in accordance with the schedule provided in the Bulletin. The District will submit the results of a bounding analysis considering both stratification and striping on or before October 31, 1989.
